FIA insists Mercedes rear wing is legal - Autosport.com

Lotus and Red Bull Racing's complaints that the DRS-activated F-duct on the Mercedes rear wing is illegal have been rejected by the FIA, AUTOSPORT has learned.

The two outfits wanted clarification on the matter ahead of this weekend's Malaysian Grand Prix, with both teams reckoning the duct that helps stall the Mercedes wings for a straight-line speed boost is a breach of the rules that prevents driver activated aerodynamic devices.

Discussions between the FIA and all the teams involved have taken place throughout Thursday in the Sepang paddock, but the governing body has not changed its stance on the matter.

The FIA informed the outfits that it remains convinced that the concept is legal because it is passive, and there is nothing in the rules that outlaws a device that is activated by movement of the DRS.

FIA race director Charlie Whiting, who is head of the F1 technical department, said in Australia last weekend: "It is completely passive. There are no moving parts in it; it doesn't interact with any suspension. No steering, nothing. Therefore I cannot see a rule that prohibits it."

The news means that Red Bull Racing and Lotus - the two teams most unhappy about the design ? must now choose to either challenge the matter with an official protest in Malaysia this weekend, or go ahead and develop a similar system themselves.

Mercedes-Benz motorsport boss Norbert Haug confirmed that his team's car would be unchanged from how it was in the Australian Grand Prix.

"This car passed scrutineering and got the green light," he said in Malaysia.

Legal Blogging: How to Craft the Right Strategy

Kevin O?Keefe is CEO and publisher of LexBlog, the leading provider of professional turnkey blog and social media solutions. The LexBlog Network (LXBN), with over 7,000 lawyers and other service professionals, is the largest network of professionals blogging.

For the better part of a decade, law firms have successfully used blogs to bring in high-quality work. Now, there is new industry research that measures the impact of blogs as business development tools.

A recent survey by communications firm Greentarget measured how in-house counsel use and perceive blogs. The findings have raised some eyebrows:

• In-house attorneys exhibit widespread trust (84%) in blogs.
• They read attorney-authored or firm-branded blogs more often than they read blogs written by actual journalists.
• More than half of respondents said they think a prominent blog will influence clients to hire one firm over another.
• While daily blog readership dropped 10% from 2010, weekly and monthly readership more than made up for it, shedding new light on the quality versus quantity debate.

Decision makers are relying on blogs for critical business information and in deciding which law firm to hire.

Law firms, in turn, are increasing the number of blogs they publish. Recent analysis found that 68 of the top 100 firms are publishing a total of 272 blogs. This is up from 156 blogs in 2010 ? a 74% increase.

Given the increase in the number of law blogs, the question becomes, what makes one blog successful and one not? The answer is developing a strategy based on engagement.

Relationships and a strong word-of-mouth reputation are how lawyers have always found their best work ? the Internet doesn?t change that. It is a relationship and reputation accelerator.

Outline for a Winning Strategy

1. Identify the type of work and clients you want. The top blogs focus on specific practice areas and vertical industries, not firm brands.
2. Identify your target audience. While clients and prospective clients are important, influencers and amplifiers are more important. Engaging reporters, association leaders, publishers, conference coordinators and leading bloggers gets you seen and referenced as a thought leader.
3. Listen. Listening to what is being written and shared on the Internet is more important than content. The quickest way to earn someone?s attention is by listening to and sharing what they have to say.
4. Network. Blogging is all about networking, not marketing. Be it interviews, quoting the work of others or even comments, use the blog as a way to introduce yourself to new people.
5. Invest the time. Like any business development effort, blogging takes time. Unlike advertising, for which people expect immediate results, networking through the Internet to build relationships and a strong reputation can take a year or two ? though, that?s faster than doing so offline.

Philadelphia attorney Sean Wajert publishes his own blog, Mass Tort Defense, regarding defense of mass tort cases and large scale product liability claims. At the same time, Wajert is chair of the mass torts and product liability practice group for Dechert, an 800-lawyer multinational law firm.

The Privacy Law Blog, published by the Privacy and Data Security Group of Proskauer, another global law firm, has 16 lawyers contributing as writers with one lawyer serving as editor.

Though quality over quantity is key, good law blogs publish two to four times a month, with many choosing to publish more often.

Developing a social media policy which complements the firm?s existing communication policy helps guide lawyers on issues such as taking a strong position on a law blog and conflicts of interest.

The blogs that in-house counsel want to read give them information and insights they can?t get elsewhere. In revealing that in-house counsel read firm-branded blogs more often than blogs by professional reporters, the Greentarget survey respondents signal an important trend: They see value in going directly to unfiltered sources of information from true subject matter experts. Journalists are no longer the primary conduits to a mass audience. Self-publishing means attorneys can go there directly.

Even with a strategy in place, attorneys want to see the blog?s impact, that it isn?t falling on deaf ears. Greentarget?s report indicates that may not be the easiest thing to do, but it?s still happening.

The Greentaret survey touched on an interesting ?invisible user? phenomenon. The research reflects that 68% of respondents use social media to ?listen? exclusively. So, if a blog isn?t generating comments or tweets aren?t being retweeted, that does not mean in-house counsel aren?t depending on these platforms for information and hiring decisions. Social listening campaigns to measure the effectiveness of a blog?s content strategy ? compelling metrics for consumer-oriented blogs ? don?t necessarily apply to the in-house legal community.

Lawyers and firms need to focus on the right set of measurable objectives when it comes to blogging.

Rather than focusing on data-based metrics, a mistake that many law firms make, the real ROI for blogging and social media activity should be measured in the following ways:

1. Is your reputation being enhanced?
2. Is your network of relationships growing?
3. Are you establishing yourself as a subject matter expert?
4. Are you getting not just clients, but high-quality clients?

Law firms have access to valuable information and perspective and should view blogs as a way to leverage this information to build and deepen relationships with clients and allied organizations.

Lawyers and firms are arguably in the greatest of positions to self-publish and produce compelling content because they are at the intellectual apex of most legal, regulatory and economic developments impacting business worldwide.

In capitalizing on this, lawyers and law firms have the potential to bring in high quality work with a level of efficiency and interpersonal engagement they have never experienced before.

In the Prime Ministers presence, the 18 CEO's, Vice Chancellors and other senior representatives of OPBC's industrial and academic partners signed a Memorandum of Understanding. Together they aim to bring available facilities, required capabilities and other resources efficiently in one organisation, sharing the risks and costs of developing and testing the required technologies.

OPBC is launched under 1MBAS (1 Malaysia Biomass Alternative Strategy) that unifies all Malaysian biomass initiatives under one efficient coordination. Prime Minister Datuk Seri Najib Razak "To coordinate the implementation of the 1MBAS initiative, Agensi Inovasi Malaysia, will liaise all activities from the government-side relating to Biomass utilization across sectors.". The PM also says "1MBAS will report their progress and activities related to Palm Oil Biomass to the Steering Committee of the Palm Oil and Rubber NKEA, which is chaired by the Minister of Plantation Industries and Commodities and Pemandu.". NKEA are National Key Economic Area's which have the potential to significantly drive the economic growth of Malaysia, comparable to the Dutch Topsector Policy ("Topsectorenbeleid").

OPBC uniquely facilitates the collaboration of 3 major palm oil companies (Sime Darby, IOI, Felda) with globally leading technology developers interested in biomass utilization. These international industries include Purac (The Netherlands), Novozymes (Denmark), LG Chemical (Korea) and others are complemented by leading research groups of the technical universities of Malaysia (UTM) and Delft (TU Delft), University Putra Malaysia (UPM), Standard and Industrial Research Institute Malaysia (SIRIM), Palm Oil Industry Cluster (POIC) Sabah and Wageningen University (WUR). Malaysia targets to a 40% reduction of greenhouse gases and reach the developed country status in 2020. In April 2011, BE-Basic, a successful public-private partnership from The Netherlands (www.be-basic.org) under coordination of TU Delft signed an agreement with the Malaysian government to help reach these objectives. The National Biomass Strategy, coordinated by Agensi Inovasi Malaysia (AIM), delivered in November last year during BioMalaysia conference and exhibition, demonstrated the economic viability of a biomass-to-wealth approach and indicated activities to reach these goals. The OPBC program modelled after BE-Basic and other international best-practices- results from these recommendations, and plans to operate its R&D, piloting and testing programs in both West and East Malaysia.

Sustainable development

Utilisation of biomass will only be durable with ample attention to continued soil quality and environmental effects. A series of workshops in 2010 and 2011 with current OPBC partners resulted in an integral program for OPBC aiming to maintain and improve soil quality by integrating technology for nutrient recycling and fertilizer production of waste streams. Together with attention to ground structure and harvest practices, the partnership strives to provide a durable soil quality for continued high oil production yields.

Global leadership

The OPBC consortium of 18 partners represents all capabilities and expertises to develop, adapt, test and optimize novel upstream and downstream technologies in harvesting, pretreatment, nutrient recycling, biorefinery, energy production, soil quality, logistics and sustainable biomass production and utilization in one team. The first observation of a cosmic effect theorized 40 years ago could provide astronomers with a more precise tool for understanding the forces behind the universe's formation and growth, including the enigmatic phenomena of dark energy and dark matter.

A large research team from two major astronomy surveys reports in a paper submitted to the journal Physical Review Letters that scientists detected the movement of distant galaxy clusters via the kinematic Sunyaev-Zel'dovich (kSZ) effect, which has never before been seen. The paper was recently posted on the arXiv preprint database, and was initiated at Princeton University by lead author Nick Hand as part of his senior thesis. Fifty-eight collaborators from the Atacama Cosmology Telescope (ACT) and the Baryon Oscillation Spectroscopic Survey (BOSS) projects are listed as co-authors.

Proposed in 1972 by Russian physicists Rashid Sunyaev and Yakov Zel'dovich, the kSZ effect results when the hot gas in galaxy clusters distorts the cosmic microwave background radiation ? which is the glow of the heat left over from the Big Bang ? that fills our universe. Radiation passing through a galaxy cluster moving toward Earth appears hotter by a few millionths of a degree, while radiation passing through a cluster moving away appears slightly cooler.

Now that it has been detected, the kSZ effect could prove to be an exceptional tool for measuring the velocity of objects in the distant universe, the researchers report. It could provide insight into the strength of the gravitational forces pulling on galaxy clusters and other bodies. Chief among these forces are the still-hypothetical dark energy and dark matter, which are thought to drive the universe's expansion and the motions of galaxies.

In addition, the strength of the kSZ effect's signal depends on the distribution of electrons in and around galaxies. As a result, the effect also can be used to trace the location of atoms in the nearby universe, which can reveal how galaxies form.

The benefits of the kSZ effect stem from a unique ability to pinpoint velocity, said Hand, a 2011 Princeton graduate who is now a graduate student in astronomy at the University of California-Berkeley. The researchers detected the motion of galaxy clusters that are several billion light years away moving at velocities of up to 600 kilometers (372 miles) per second.

"Traditional methods of measuring velocities require very precise distance measurements, which is difficult. So, these methods are most useful when objects are closer to Earth," Hand said.

"One of the main advantages of the kSZ effect is that its magnitude is independent of a galaxy cluster's distance from us, so we can measure the velocity of an object's motion toward or away from Earth at much larger distances than we can now," Hand said. "In the future, it can provide an additional statistical check that is independent of our other methods of measuring cosmological parameters and understanding how the universe forms on a larger scale."

Pedro Ferreira, an astrophysics professor at the University of Oxford, called the paper a "beautiful piece of work" that neatly demonstrates an accurate method for studying the evolution of the universe and the distribution of matter in it. Ferreira had no role in the research but is familiar with it.

"This is the first time the kSZ effect has been unambiguously detected, which in and of itself is a really important result," Ferreira said.

"By probing how galaxies and clusters of galaxies move around in the universe, the kSZ effect is directly probing how objects gather and evolve in the universe," he said. "Therefore it is hugely dependent on dark matter and dark energy. You can the think of the kSZ effect as a completely new window on the large-scale structure of the universe."

Combining fundamentally different data

To find the kSZ effect, the researchers combined and analyzed data from the ACT and BOSS projects. The kSZ effect is so small that it is not visible from the interaction with an individual galaxy cluster with the cosmic microwave background (CMB), but can be detected by compiling signals from several clusters, the researchers discovered.

ACT is a custom-designed 6-meter telescope in Chile built to produce a detailed map of the CMB using microwave frequencies. The ACT collaboration involves a dozen universities with leading contributions from Princeton and the University of Pennsylvania, and includes important detector technology from NASA's Goddard Space Flight Center, the National Institute of Standards and Technology, and the University of British Columbia.

BOSS, a visible-light survey based at the Apache Point Observatory in New Mexico, has captured spectra of thousands of luminous galaxies and quasars to improve understanding of the large-scale structure of the universe. BOSS is a part of the Sloan Digital Sky Survey III, the third phase of the most productive astronomy project in history, and a joint effort among 27 universities and institutions from around the world.

For the current project, researchers from ACT compiled a catalog of 27,291 luminous galaxies from BOSS that appeared in the same region of sky mapped by ACT between 2008 and 2010. Because each galaxy likely resides in a galaxy cluster, their positions were used to determine the locations of clusters that would distort the CMB radiation that was detected by ACT.

Hand used the 7,500 brightest galaxies from the BOSS data to uncover the predicted kSZ signal produced as galaxy clusters interacted with CMB radiation. ACT collaborator Arthur Kosowsky, an associate professor of physics and astronomy at the University of Pittsburgh, suggested a particular mathematical average that reflects the slight tendency for pairs of galaxy clusters to move toward each other due to their mutual gravitational attraction, which made the kSZ effect more apparent in the data.

The overlap of data from the two projects was essential because the amplitude of the signal from the kSZ effect is so small, said ACT collaborator David Spergel, professor and department chair of astrophysical sciences at Princeton, as well as Hand's senior thesis adviser. By averaging the ACT's CMB maps with thousands of BOSS galaxy locations, the kSZ signal got stronger in comparison to unrelated signals and measurement errors, Spergel said.

"The kSZ signal is small because the odds of a microwave hitting an electron while passing through a galaxy cluster are low, and the change in the microwave's energy from this collision is slight," said Spergel, the Charles A. Young Professor of Astronomy on the Class of 1897 Foundation. "Including several thousand galaxies in the dataset reduced distortion and we were left with a strong signal."

In fact, if analyzed separately, neither the ACT nor the BOSS data would have revealed the kSZ effect, Kosowsky said. "This result is a great example of an important scientific discovery relying on the rich data from more than one large astronomy survey," he said. "The researchers of the ACT and BOSS collaborations did not have this in mind when they first designed their experiments."

That is because the ACT and BOSS projects are fundamentally different, which makes the researchers' combination of data unique, said SDSS-III scientific spokesman Michael Wood-Vasey, an assistant professor of physics and astronomy at the University of Pittsburgh. The projects differ in the cosmic objects studied, the method of gathering data, and even the wavelengths in which they operate ? microwaves for ACT, visible-light waves for BOSS.

"Collaborations between projects of this scale aren't common in my experience," Wood-Vasey said. "This also was a collaboration after the fact in the sense that the data-acquisition strategies for these projects was already set without thinking about this possibility. The insight of the key researchers on this project allowed them to combine the two datasets and make this measurement."
