Ashford said a presidential disaster declaration is not needed for flood insurance claims to be paid.
While it?s been a mild winter and the prospect of flooding appears low, FEMA officials urge residents to keep their flood insurance policies in place. Trying to guess when it might flood is dangerous because natural disasters don?t follow schedules, they said.
?Don?t try and time it,? Ashford said of buying a flood insurance policy.
Policies don?t go into effect until 30 days after they?re purchased.
A big reason that flood policies have the caveats they do is that premiums have to cover the cost of the program, Ashford said. The federal flood insurance program is not subsidized by the federal government, he said.

Another 44 percent have deleted comments made by others from their profile page, and 37 percent have removed tags from photos.
"Social network users are becoming more active in pruning and managing their accounts," says the report, written by Mary Madden, senior research specialist at Pew.
Users are also taking an active role in keeping their private information private, with 58 percent of users saying they use high-level privacy settings so only friends can view their pages.?Women are far more restrictive, with 67 percent using the tightest privacy settings, compared to 48 percent of men. They lock down their accounts despite the fact that half of all users say they have "some difficulty" using the privacy controls.
The research seems to suggest that U.S. adults, who have so far shown little appetite for actively managing their personal privacy, are starting to get the hang of it.
"Social science researchers have long noted a major disconnect in attitudes and practices around information privacy online. When asked, people say that privacy is important to them; when observed, people?s actions seem to suggest otherwise," the report noted. The shift to more privacy on Facebook seems to belie this long-standing trend.
Perhaps regret has something to do with that.? The report found that 11 percent of Facebook users say they've posted something that they regret on a social network. Men are twice as likely to say so (15 percent to 8 percent). Users 50 and older, at 5 percent, are much less likely than young adults under 29 (15 percent), to express such regret.?
One area where there was a surprising lack of age gap: Overall privacy settings. While 23 percent of users 65 and over choose fully public settings, 22 percent of users 18-29make the same choice.
"The choices that adults make regarding their privacy settings are also virtually identical to those of teenage social media users," the report said.? "Private settings are the norm, regardless of age."
Young adults are more likely to "unfriend," however at 71 percent, compared to just 41 percent for the oldest users.
The Pew report is based on a survey of 2,277 U.S. adults conducted in May, and has a margin of error of +/- 3 percent.? Feb. 22 (Bloomberg) ? Construction hiring is picking up as Americans invest in renovating their homes amid signs that the worst of the housing-market declines may be over.
The number of people working in residential remodeling grew 5.8 percent in December to 250,700 from a year earlier, based on preliminary data released Feb. 3 by the Bureau of Labor Statistics. This was the highest growth for these jobs ? which account for about 5 percent of construction employment ? since December 2006, before the housing bubble burst.
Sales of existing homes, which rose 4.3 percent in January, precede spending on improvement projects by about six months, as new owners often do a lot of ?fix-ups? soon after they move in, said Kermit Baker, a senior fellow at Harvard University?s Joint Center for Housing Studies. That means there?s now a ?strengthening market? for this work, buoyed by demand that?s more discretionary in nature ? such as minor kitchen remodels ? - and mild winter weather in much of the U.S.
?More remodeling projects are going to create more jobs in the construction industry,? said Baker, who also is the chief economist for the American Institute of Architects.
Home Depot Inc., the world?s largest home-improvement retailer, echoed the optimism yesterday when it reported fourth- quarter net income that exceeded analysts? estimates. An increase in traffic and transactions among its professional customers is encouraging as ?they?re getting more jobs, more work,? Craig Menear, executive vice president of merchandising at the Atlanta-based company, said on a conference call.
Remodeling Projects
Fortune Brands Home & Security Inc. and Beacon Roofing Supply Inc. also have seen a pick-up in sales related to residential-remodeling projects, according to company reports.
Home improvement probably will bounce back the most this year since 2006, after spending fell as much as 20 percent during the three-year home-remodeling slump that ended in mid-2010, Baker said. Growth in the ?low-to-mid-single digits? may follow an estimated 0.8 percent last year, with total spending projected to be $112.4 billion in 2012, he said, citing the Cambridge, Massachusetts, center?s leading indicator of remodeling activity.
The index forecasts changes in the industry for the current quarter and subsequent three periods, using data including sales of existing homes, which rose to a 4.57 million annual rate in January, the highest since May 2010, the National Association of Realtors said today. December sales were revised down to a 4.38 million pace from 4.61 million.
Rising Construction Permits
Growth also is showing up in another index based on the number of construction permits filed, which rose 23 percent in December to 127.4 from a year earlier, according to Joe Emison, co-founder and vice president of research and development at BuildFax, an Austin, Texas-based real-estate data company.
Another driver for the rebound in contractor hiring comes from ?pent-up demand? by Americans who can?t afford to move, said Ellen Zentner, a senior economist at Nomura Securities International LLC in New York. She was among the top-ranked forecasters of nonfarm payrolls as of Feb. 1, according to data compiled by Bloomberg.
?If you can?t sell your home, may as well make the box you live in better,? she said.
The rebound ?makes sense? because BuildFax?s data captures all work that requires a hired contractor, which accounts for about two-thirds of such projects, Emison said. Amid a ?glut of bad homes? on the market, and with homeowners worrying their properties are undervalued, ?people may be stuck in their existing homes for a while.?
Vinyl-Siding Sales
Remodeling projects represent ?almost all? Beacon Roofing Supply?s current sales of vinyl siding, windows and doors, which are more-discretionary purchases, Chief Financial Officer Dave Grace said on a Feb. 9 conference call. As the economy continues to expand, owners will ?start spending on their homes,? he said.
Similarly, Fortune Brands is forecasting ?slight improvement? in its repair and remodel business this year, Chief Executive Officer Christopher Klein said on a Feb. 1 conference call. The market for this segment and new housing construction will grow 3 percent in 2012 from 2011, the Deerfield, Illinois-based company forecast when it released fourth-quarter earnings that day.
?Recent modest improvement in the U.S. economy and the unemployment rate, coupled with some pent-up demand in home improvements, seems to be supporting modest growth in remodel activity,? Klein said.
Falling Jobless Rate
The U.S. jobless rate fell to 8.3 percent in January from 8.5 percent the prior month to the lowest level since February 2009, marking five consecutive months of declines. Meanwhile, payrolls climbed 243,000, the most in nine months, exceeding the most optimistic forecast in a Bloomberg News survey.
Consumer confidence strengthened to minus 39.8 in the week ended Feb. 12 from minus 41.7 the previous week, as measured by the Bloomberg Consumer Comfort Index. That?s the highest in a year and more than 13 points above a nearly two-year low of minus 53.2 in October 2011.
Still, there may be some slowing before remodeling activity picks up, based on the Harvard indicator, which suggests acceleration may occur later this year, and the BuildFax index, which has fallen nearly 20 points since peaking in October.
Behind Prerecession Levels
Contractor-hired work also has a long way to go to reach prerecession levels, as the number of residential remodelers lags behind the September 2006 peak by more than 76,000, Labor Department data show. Government figures may underestimate the size of this industry because they track workers on payrolls, and about two-thirds of home-improvement businesses consist of self-employed people, Baker said.
Even so, the revival in residential remodeling seen last year probably will continue, which is encouraging for people in this industry, Zentner said.
?An increase in these jobs should precede a broader recovery in housing,? she said. ?We have a bit of strengthening that does appear to be legitimately returning.?

Nearly 13.7 billion years ago, the universe was made of only hydrogen, helium and traces of lithium ? byproducts of the Big Bang. Some 300 million years later, the very first stars emerged, creating additional chemical elements throughout the universe. Since then, giant stellar explosions, or supernovas, have given rise to carbon, oxygen, iron and the rest of the 94 naturally occurring elements of the periodic table.
Today, stars and planetary bodies bear traces of these elements, having formed from the gas enriched by these supernovas over time. For the past 50 years, scientists have been analyzing stars of various ages, looking to chart the evolution of chemical elements in the universe and to identify the astrophysical phenomena that created them.
Now a team of researchers from institutions including MIT has detected the element tellurium for the first time in three ancient stars. The researchers found traces of this brittle, semiconducting element ? which is very rare on Earth ? in stars that are nearly 12 billion years old. The finding supports the theory that tellurium, along with even heavier elements in the periodic table, likely originated from a very rare type of supernova during a rapid process of nuclear fusion. The researchers published their findings online in Astrophysical Journal Letters.
"We want to understand the evolution of tellurium ? and by extension any other element ? from the Big Bang to today," says Anna Frebel, an assistant professor of astrophysics at MIT and a co-author on the paper. "Here on Earth, everything's made from carbon and various other elements, and we want to understand how tellurium on Earth came about."
'In the halo of the Milky Way,' a rare element found
The team analyzed the chemical composition of three bright stars located a few thousand light-years away, "in the halo of the Milky Way," Frebel says. The researchers looked at data obtained from the Hubble Space Telescope's spectrograph, an instrument that splits light from a star into a spectrum of wavelengths. If an element is present in a star, the atoms of that element absorb starlight at specific wavelengths; scientists can observe this absorption as dips in the spectrograph's data.
Frebel and her colleagues detected dips in the ultraviolet region of the spectrum ? at a wavelength that matched tellurium's natural light absorption ? providing evidence that the rare Earth element does indeed exist in space, and was likely created more than 12 billion years ago, at the time when all three stars formed.
The researchers also compared the abundance of tellurium to that of other heavy elements such as barium and strontium, finding that the ratio of elements was the same in all three stars. Frebel says the matching ratios support a theory of chemical-element synthesis: namely, that a rare type of supernova may have created the heavier elements in the bottom half of the periodic table, including tellurium.
No ordinary supernova
According to theoretical predictions, elements heavier than iron may have formed as part of the collapsing core of a supernova, when atomic nuclei collided with huge amounts of neutrons in a nuclear fusion process. For 50 years, astronomers and nuclear physicists have modeled this rapid process, named the r-process, in order to unravel the cosmic history of the elements.
Frebel's team found that the ratios of heavy elements observed in the three stars matched the ratios predicted by these theoretical models. The findings, she says, confirm the theory that heavier elements likely formed from a rare, extremely rapid supernova.
"You can make iron and nickel in any ordinary supernova, anywhere in the universe," Frebel says. "But these heavy elements seem to only be made in specialized supernovas. Adding more elements to the observed elemental patterns will help us understand the astrophysical and environmental conditions needed for this process to operate."
Frebel is continuing the search for heavy elements in space. For example, selenium ? which is similar to tellurium ? has yet to be detected in the universe. Tin, Frebel says, is also a difficult element to spot, as are many elements along the same row as tellurium in the periodic table.
"There are still quite a few holes," Frebel says. "Every now and then, we can add an element, and it adds another data point that makes our work easier."

Mark Post, a physiologist at the University of Maastricht in the Netherlands, said the project is being funded by an anonymous investor who is interested in "life-transforming technologies" and believes lab-grown meat could revolutionize the food industry.

Post hopes the tasting will be a media event, with experimental chef Heston Blumenthal cooking the burger. If Post and his colleagues succeed, it would mark a technological triumph after years of working to improve upon the current, millennia-old method for making meat. Researchers in the field say the livestock industry in its current incarnation is too energy-intensive and land-intensive for a global population that's rising in numbers and affluence.
Meat production already takes up more than half of the world's estimated agricultural capacity, in one way or another. U.N. figures show that animal farming takes up 30 percent of the planet's exposed land mass. And over the next 40 years, the demand for meat products is expected to double.
If the researchers' assumptions are correct, growing meat in the lab "could reduce the energy expenditure by about 40 percent," Post said. Lab-grown meat has also won the endorsement of People for the Ethical Treatment of Animals, or PETA, because the stem cells could be extracted without killing animals.
The money behind the meat
Post has been talking about serving up the first lab-grown burger for a long time, but it took the anonymous 250,000-euro ($330,000) contribution to turn the dream into reality. Traditional meat producers weren't interested in changing their ways, and were doubtful about success, he said. "Most people don't believe it's ever going to happen," he told reporters.
When Post started working on the project, he focused on growing stem cells from pigs to create a lab-grown sausage, but he said "my financier was not very interested in sausages."
There's still a long way to go between now and the celebrity cookout: Post said he doesn't yet know what the burger would taste like, because the samples that have been grown so far are too small. The pinkish-yellowish strips of muscle cells are only about an inch (3 centimeters) long, a half-inch (1.5 centimeter) wide, and so thin (1 millimeter) that they're semi-transparent. Post feels confident that his team can perfect the process by October, but full commercialization could take another 10 years or more.
The good news is that if there's someone out there willing to buy the second lab-grown hamburger, they can get it for "an extreme reduction in price," Post told me. He estimates that piece of meat should cost just 200,000 euros ($263,000).
Beyond meat
It's worth asking whether the quest to grow lab-grown meat is worth the effort, considering that there are already vegetarian alternatives to meat. Aren't tofurky and field roast good enough? Post and others note that such products haven't made a significant dent in the meat market, and are generally more expensive than the meat items they're meant to replace.
"If there is a vegetable-derived product that can take away the human being's craving for meat, that would be preferable," Post said.
Stanford University biochemist Patrick Brown says he's working on precisely that kind of stuff, and it could be on the market in the next year or so.
"We have a class of products that just totally rocks and cannot be distinguished from the animal-based product it replaces, even by hardcore foodies," he said. He promised that his plant-based alternatives to meat and dairy products would be tasty, nutritious ? and profitable.
"I think it's going to be one of the easier things I've done," he said.
Brown joked that he couldn't talk about the details, "because if I did, I'd have to kill you." He'd say only that he "had no trouble getting investment" from a Silicon Valley venture-capital firm. To commercialize the concept, two ventures have been set up with placeholder names: Sand Hill Foods and Jasper Ridge Creamery.
The way Brown sees it, the meat industry is a "sitting duck for disruptive technology," offering a rich target for alternatives. He said the wholesale market for unprocessed meat has been estimated at $150 billion a year, which is 250 times the current market for meat alternatives.
Even though Post said the meat industry has been generally standoffish about lab alternatives, some companies are going against the grain: Nicholas Genovese, a visiting scholar at the University of Missouri at Columbia, told journalists that JBS, one of the world's biggest meat-packing companies, was interested in his parallel effort to grow meat in the lab.

An amendment from Delegate Tiffany Alston, a Prince George's Democrat who previously opposed to the bill, was accepted by the members, a move opponents suggested secured her vote. It would keep the law from going into effect until any litigation related to a potential voters' referendum on the measure is processed.
The body also added an amendment Thursday evening, altering the effective date from October to January 2013.
Delegate Wade Kach, a Republican from Baltimore County, said earlier in that day that his support was contingent upon that amendment.
Throughout the week, several key lawmakers, including Kach and Republican Delegate Robert Costa, made pronouncements that after personal consideration they would support the legislation.
Opponents say the bill does not adequately protect religious freedoms and would force educators to teach about gay marriage in public schools.
Delegates rejected amendments to create civil unions, allow parents to opt out of education programs that address same-sex relationships, limit marriage for gay couples over 18 and to put the measure directly on the ballot.
Opponents argued that Democrats rushed the measure through without proper consideration of amendments once they knew there would be enough votes.
"We should not use brute force strength on such a weighty issue," said minority leader Anthony O'Donnell, R-Calvert.
Earlier in the week, opposition lawmakers criticized proponents for dragging their feet on the measure in order to have enough time to secure votes.

FORT WORTH, Texas (Reuters) ? Four Texas Christian University football players, including one All-American, were among 17 students arrested Wednesday morning as a result of a six-month investigation into illegal drug dealing on the Fort Worth campus.
The investigation is continuing and more student arrests are possible at the university, which has an enrollment of about 9,500, Fort Worth police and university officials said at a news conference on Wednesday.
Police said later Wednesday that one additional person was arrested for drug possession during the roundup. Police did not immediately say whether the 18th person arrested was a student.
The football players arrested were junior linebacker Tanner Brock, junior defensive tackle David "D.J" Yendrey; junior safety Devin Johnson and sophomore offensive tackle Ty Horn.
Brock is a standout player who was named a Phil Steele third-team All-American and a SportsIllustrated.com honorable-mention All-American. He registered nine tackles, including five solo tackles, in TCU's 21-19 win over Wisconsin in the 2011 Rose Bowl.
The 17 students arrested had sold drugs "hand-to-hand" to undercover officers, TCU Police Chief Steve McGee said. Drugs sold to officers included marijuana, cocaine, ecstasy and a variety of prescription drugs.
The four football players are accused of selling marijuana to officers.
The investigation was prompted by complaints from students, parents and community members, officials said.
The arrested students were immediately removed from campus and face possible expulsion, officials said.
"TCU has never before experienced a magnitude of student arrest such as this," Chancellor Victor Boschini said in a statement. "In fact, campus police records show only five student arrests related to drug law violations in recent years."
Fort Worth Police Capt. Ken Dean said three of the 17 students were arrested on campus and the rest were arrested off campus.
Boschini said this is not a football problem but a student problem.
The TCU Horned Frogs football team has been one of the best in the nation in recent years and finished the 2011 season ranked No. 13 in the USA Today poll. TCU is set to join the powerful Big 12 Conference in July.
"As I heard the news this morning, I was first shocked, then hurt and now I'm mad," TCU head football coach Gary Patterson said in a statement.

A student loan is a loan given out to students to finance either partly or fully, their higher education. Coming from the government, their terms are rather more lenient compared to other types of student loans.

Other types of federal student loans include the Stafford and Perkin loans. These two offer very low interest rates, and you can repay the loan back after you graduate, not before. You can also get your parents to apply for a PLUS loan if that were possible. PLUS loans are meant for parents to apply on behalf of their children.
